Manpower Employment Outlook Survey Reveals Employers Expect a Steady Hiring Climate for the First Quarter of 2009

(Toronto, ON, December 9, 2008) – Canadian employers expect a mild hiring climate for the January to March period of 2009 according to the latest results of the Manpower Employment Outlook Survey, the most extensive, forward-looking employment survey in the world.

The survey of more than 1,800 Canadian employers reveals that 16 per cent expect to increase their payrolls in the first quarter of 2009 while nine per cent anticipate cutbacks, for a Net Employment Outlook of seven per cent. Of those polled, 72 per cent expect no change and three per cent are unsure of their staffing intentions for the upcoming quarter.

With seasonal variations removed from the survey data, the Net Employment Outlook climbs to a favorable 18 per cent. This is a four percentage point increase from the previous quarter, indicating a hopeful hiring climate for the first quarter of 2009.

“This quarter’s Net Employment Outlook indicates that the steady hiring climate experienced in the previous quarter will continue into the first quarter of 2009,” says Lori Rogers, VP of Operations for Manpower Canada. “Despite the global slowdown, seasonally adjusted data reveals employers in Canada will continue to expand their payrolls and at a slightly stronger pace than in the previous quarters.”

“In Western Canada, Quebec and Atlantic Canada the hiring forecasts are ahead of the national forecast,” adds Rogers. Employers in Western Canada and Quebec anticipate respectable hiring climates, both reporting Net Employment Outlooks of 12 per cent. In Atlantic Canada employers project a moderate first quarter with an employment outlook of 10 per cent, while employers in Ontario anticipate a quiet January to March period with a Net Employment Outlook of three per cent.

Of the 10 surveyed sectors, employers in the Wholesale and Retail Trade as well as Construction sector report the most prosperous results for the first quarter of 2009 with projected Net Employment Outlooks of 34 per cent and 31 per cent respectively, once seasonal variations are removed from the data. Employers in the Services sector anticipate a healthy quarter, reporting a Net Employment Outlook of 20 per cent.

Wholesale and Retail Trade

Reporting a 19 percentage point increase from the previous quarter, employers in the Wholesale and Retail Trade sector project a bright first quarter of 2009 with a seasonally adjusted Net Employment Outlook of 34 per cent. When compared to the first quarter of 2008, the Outlook has increased by 10 percentage points.

Construction

Employers in the Construction sector anticipate a robust hiring climate with a seasonally adjusted Net Employment Outlook of 31 per cent. While hiring projections have increased by nine percentage points from the previous quarter, they have decreased by five percentage points from the same time last year.

Services

With a seasonally adjusted Net Employment Outlook of 20 per cent, employers in the Services sector project an active staffing period for the first quarter of 2009. This quarter’s hiring forecast is three percentage points stronger than in the previous quarter. It is also a one percentage point increase from the same time last year.

Public Administration

Reporting a Net Employment Outlook of 17 per cent with seasonal variations removed from the data, employers in the Public Administration sector anticipate a respectable hiring pace for the upcoming quarter. Despite these favourable results, this quarter’s forecast has decreased by five percentage points from the previous quarter and by one percentage point from the same time last year.

Transportation and Public Utilities

In the Transportation and Public Utilities sector job seekers can expect a steady hiring climate for the upcoming January to March period with a Net Employment Outlook of 17 per cent once seasonal variations are removed from the data. This is on par with the expectations expressed by employers in the previous quarter as well as in the first quarter of 2008.

Education

Employers in the Education sector report a positive hiring climate for the first quarter of 2009, with a seasonally adjusted Net Employment Outlook of 14 per cent. This is a 10 percentage point increase from the previous quarter when employers reported an Outlook of four per cent, however, it remains relatively stable when compared to the same time last year.

Mining

In the Mining sector, employers report a seasonally adjusted Net Employment Outlook of 13 per cent. This is a 15 percentage point decrease from the previous quarter and a further 25 percentage point decrease from the same time last year. Despite these declines, job seekers can still look forward to a hopeful hiring climate in the first quarter for 2009.

Manufacturing – Non Durable Goods

Employers in the Manufacturing – Non Durable Goods sector report a seasonally adjusted Net Employment Outlook of 13 per cent, indicating an upbeat hiring climate for the first quarter of 2009. This is a three percentage point increase from the previous quarter and is a four percentage point increase from the same time last year.

Manufacturing – Durable Goods

Reporting a seasonally adjusted Net Employment Outlook of nine per cent, employers in the Manufacturing – Durable Goods sector anticipate a modest hiring climate for the upcoming quarter. This quarter’s outlook is a four percentage point decrease from the previous quarter and a five percentage point decline from the same time last year.

Finance Insurance and Real Estate

Employers in the Finance, Insurance and Real Estate sector expect a conservative hiring climate for the upcoming quarter, reporting a seasonally adjusted Net Employment Outlook of eight per cent. Employer optimism declines by a considerable 12 percentage points when compared to the previous quarter, and by a more moderate seven percentage points from this time last year.
